I would be grateful if my solo colleagues out there could share with me what combination of Internet recruiting tools is most efficient and effective for them.

I was a prolific telecom recruiter in the 1990's until the summer of 2001 when demand for my services evaporated. I deactivated my recruiting business shortly thereafter and then reactivated in august 2007. Indeed....many new recruiting search tools became available and search techniques changed somewhat (except the necessity of the telephone).
Object:
I can obtain job orders. However, It is efficient searching for passive candidates (senior engineers and executive managers) that I'm having difficulty with.

If it helps:
My OS is Windows XP
Telephone is VoIP at 6Meg/700K.
Broadband connection is 6Meg
Web site pages HTML is key-word optimized with Google.
