how do you open doors in your own industry?

I am a recruiting professional with 12 years of experience. I left the agency world in 2001 to join the corporate world of recruiting which is a much better fit for me. I moved to S. Florida(Fort Lauderdale) in late 2006. I am having difficulty finding corporate recruiting positions in my desired salary range. Many companies are joining generalist reponsibilities with recruiting. (I do not have payroll, benefits background etc.) I have a diverse recruiting background. I have applied to positions on many career sites and followed up with those that I am very interested in with fair response. My approach so far has been networking with as many people I know and recruiting/recruitment sites I can find including (Ere.net, recruitingblogs.com, linked-in, Globalpitch.com..etc). I continue to network finding companies in the S. Florida region to submit my letter of interest and resume and to network with with the HR team with little response. Does anyone have any suggestions on how to improve my search in corporate recruiting? I have Bachelor's Degree in Communications. Is it time to get an advanced degree in HR? Is anyone an expert at resume writing that might have a moment to look at my resume and provide feedback? I appreciate and value any reponse!
