What has your experience been with offshore sourcing companies?

I've heard from a couple of local recruiters that they use an offshore firm to do their sourcing for them. I'm interested in hearing comments from this group...
1. What has your experience been?
2. Does this method work for executive talent or is it better for staff level talent?
3. What company have you used?

I don't think they understand the requirements. I get all kinds of spam mail asking if I would be interested in IT programing or Oracle DBA positions when I am a recruiter. I wouldn't work with them
