Call connection ratio% what should it be?

Help me out folks, on call connection ratios, what should it average? 18%-20%???

 

We are really strong at following metrics, even weekly calls with connect ratios off of actual connects. Just wondering what they should average? Doning performance evals as we speak and this always stumps me.
