I was the technical recruiter for a Microsoft Dynamics CRM/NAV partner and I did not use it as an ATS. The reason that there are only a handful of vendors with staffing add-ons is because Microsoft has spent many marketing dollars on industries like manufacturing, construction, finance and others. Staffing is not a target for a stand alone industry or add-on to the industries mentioned above by Microsoft, only ISV's. Microsoft sees enough dollars on the actual core industries.
