John,
I recruit lateral attorneys with one million or more in portable business.  My strongest market is currently in San Diego.
I work solo, and probably have more California law firms under contract than most any recruiting firm. (Very small to the large Jones/Day size) The majority of my law firms are in San Diego. Although I do have agreements throughout California. (By the way - I live in Minneapolis!)
All of my agreements call for a minimum 25% of base salary, with a minimum fixed amount. As I'm sure you know, a one million dollar candidate will typically start at $400K earning my firm $100K.
If you refer a candidate that I place, I will share 50% of my fee. (I don't need new clients)

John - you might also want to consider joining (if not already) The Recruiters Looking For Splits group. It will be a good way to network within the RBC, but Jobs are all pushed out via social media channels.
