If you have the positions but just need a payrolling type service, you might negotiate with your clients. I have had some offer to take on the payroll and pay me a cut. I have also had independent contractors offer to pay me a % for getting them work, but you have to have a solid relationship with the contractor and a good way to verify the numbers.

Try looking up pay-rolling services instead of temp agencies. They won't have as much incentive to steal your clients. It might be a little more paperwork for you, but I would look into it.

And if you are feeling very ambitious, Quickbooks has a great payrolling module which runds about 50/month or so. You would have to pay for unemployment insurance but it might be another option.

Look into Staffingforce.com. Our web-based ATS SaaS is designed to support the recruiting efforts of the Independent & Small Agency Recruiter. We provide a full suite of back office services including; bank rolling payroll for temp/contract placements, providing workers comp & other insurance, and billing (including collections when necessary).
