I have been running my own firm now for about 6 months and it has been a tough go so far. One of my clients is a regional office for a $1B IT systems integrator and they would like me to take over their entire recruiting function. This will entail doing everything from pipeline building to hiring all of their employees - last year they hired 45 people. Right now they want to know how I would charge them to take over that function for them and if it's even feasible. To be honest, I'm not sure where to begin with a fee structure. Obviously there are a million ways to do this, but I'm wondering if there is anyone out there (i'm sure someone has or is doing this now) that can give me some professional advice.

On the commission part, try to set it up as a ratcheting affair - the higher your "percentages" go, the higher your percentage goes. Make sense?
yes, that is part of the answer. but, to complicate matters - they currently have one recruiter trying to do the job that realistically is a 2-3 person job. they have admitted to me that if the recruiting function was done more "effectively" they would probably have 80-100 hires.

To answer further - what are the percentage "norms" in theiindusty (in additon to the base $40-60,000)?
well, an internal recruiter is probably getting in the neighborhood of $1K in commission for each hire regardless of the skill set/level of candidate they are hiring.
