Pursuing the supposed best candidates can take you on a wild goose (or bear) chase that can come up empty—or with mixed results.
Beyond qualifications and accomplishments don't assume too much...particularly about people until you've assessed them beyond the first pass. Image--halo effect--deception--your personal bias(es)---all play into your first take.
Take the time to be thorough and attentive to the subtleties of what you see, hear and feel about candidates. Human nature tends to be complex (yours and theirs). It'll serve you well going forward in the identification-selection-recommendation & the hire/no-hire decision process.
