I work as an independent recruiter. What is a good rate for e and o insurance? I do not want to get ripped off.

I would check with your state laws. I know here in Canada, there are at least three provinces that require you to have it if you are working in certain areas, ie. accounting, estate planning, etc.

When operating as an independent sole proprietor or an independent contractor, does a recruiter need such insurance? Can the client agreement or contract waive liability?
