Back in 1982, the number of H-1 visas was unlimited – can you imagine? All professionals were eligible for H-1 visas. There was no maximum duration for H-1s either and employers could petition for H-1 workers all year long. The program did not generate anywhere near the amount of controversy that it does today. Will 2009 be the year for Comprehensive Immigration Reform? It’s off to a good start….The Development, Relief and Education for Alien Minors (DREAM) Act was introduced – again. The bill would provide a path to U.S. citizenship for undocumented immigrant minors who entered the country more than five years ago while they were under the age of 16 and who complete two years of college or 2 years of military service.
