I no longer "recruit" per se, but I have access to numerous job boards/databanks/directories/associations, etc. and offer name gen, research, flat fee resume pricing, and/or placement fee splits for recruiters.

I also offer fixed price for resumes (with no placement) fee. This works well for my clients that place a lot in the same industry. There is a flat fee for the resumes and no placement fees for the ones purchased from me.
