The function of Corporate HR

In encorporating 3rd Party Recruiters is Corporate HR's function to fill jobs, or simply putting as many qualified candidate resumes in front of all hiring managers with a signed requisition disregarding lack of HA feedback and thus nonexistent interview processes? 

 

Fill jobs, or cover themselves supplying qualified candidate resumes?
