Reporting, and matrices a hidden land mine!!

I know - very original title on the Friday before MLK day, but at least I’m current! Usually I try to write about something that touches me or inspires me that is related to recruiting. What is the best way to promote diversity exclusive recruiting services (which include career fairs and direct placement)....through a company's Diversity & Inclusion dept, HR or through the dept with the need?
Most recruiters will naturally say through the hiring manager, however, since employers are very concerned with diversity hiring and compliance, this may ultimately need to pass through specific individuals at some point.
