Electronic ATS and it's (potential) downfalls with face-to-face recruiting

So I've been finding lately that our electronic ATS is both a blessing and a curse.

Coming from the non-profit world where we only dealt with paper resumes and drop file folders, an on-line, web-based ATS was a god send. However, I've been noticing that when discussing the application process with potential applicants face-to-face, I am not seeing as many people take the necessary steps to submit their applications.
At any given event, I'll speak to, let's say 100 people; of those maybe 20 are super excited about any of our opportunities. Of that 20, maybe 3-5 will actually submit applications.

I've read many articles and blogs about maximizing HR's "real estate" on our company's home page, also about making ATS more user-friendly. Personally I think we're ok on that tip.

Are people lazy? Am I a bad recruiter?

Or is it that people are feeling less of a connection to me and/or my organization?
Has the electronic ATS become the 21st century "don't call us, we'll call you"? Do applicants feel like I'm blowing them off, by not taking their resume and directing them to our careers page?
