Credit Card Program Manager Sourcing?

Hello All

I am looking for a candidate who has worked in the credit card industry, preferably performing a marketing function, but prior marketing experience or education will also work. I used to work for a credit card with facilities in UT but I have non-compete and cannot recruit its people. Because of my experience in that type of environment, I know that security is very tight and it is near impossible to call in to reach anyone without having their direct line. Does anybody have any other suggestions or ideas?
