I am looking to incorporate better metrics for my team. I am curious, what others are doing for agency recruiter metrics. 

On another note, if there are commission based recruiters, how are people setting the comp plan to make sure that costs are covered? What if someone is commission only, using company, phone, office, linkedin, accounting services and advertising, but not billing enough, do you dock future earnings? Any suggestions?
